The United States Coast Guard Auxiliary was created by Congress in 1939 as an all volunteer civilian component of the United States Coast Guard with these stated purposes:

The USCG Auxiliary, today, is the only civilian boating organization with such official recognition.

Following its original charge, the USCG Auxiliary today is operating from a foundation of four cornerstones:  member services, recreational boating safety, Coast Guard & state support and fellowship.

The United States Coast Guard Auxiliary, Beaver Lake Flotilla serves the boating public in Rogers, Bentonville, Springdale, Fayetteville, and all the other communities around Beaver Lake, Northwest Arkansas's premier pleasure boating and sport fishing lake.

Citation

"Mr. BURT is cited for superior performance of duty while serving in the Eighth Western Region as Rear Commodore South and as Division Captain between July 2005 and March 2008. Demonstrating exceptional leadership and superior dedication to the Auxiliary, Mr. BURT provided outstanding support to Sector Lower Mississippi River from multiple leadership positions. At all times serving in no less than two capacities with his home Flotilla, District and Division staff, he maintained a wholehearted committment to the men and women of Division 5, 15, and 16. Applying himself to the myriad tasks of his appointed and elected positions, he travelled extensively and communicated exhaustively to stay abreast of the many activities of the Auxiliary throughout Sector Lower Mississippi River expansive area of responsibility. In the absence of any significant Coast Guard operational presence, his championship of the operations and outreach efforts of these three Divisions was vital to the success of the Coast Guard's recreational boating safety mission. By spurring an expansive recognition effort with formal and informal awards, Mr. BURT brought well-deserved attention to the outstanding members of the southern area of the Eighth Western Region. As Rear Commodore, Division Captain and Operations Officer, he tirelessly connected the work of the Auxiliary with the Active Duty personnel of Sector Lower Mississippi River. With personal involvement on the water and years of experience in proper coordination of mission orders, he promoted the synergy of forces necessary to display a solid Coast Guard presence across Arkansas, Oklahoma and southern Missouri. Mr. BURT's diligence, perserverence, and devotion to duty are most heartily commended and are in keeping with the highest traditions of the United States Coast Guard and the United States Coast Guard Auxiliary."
