"Your formulation of procedures into a codified format enabled the standardization of all Remote Customer Service Support Officers within Sector Upper Mississippi River's area of responsibility.  Developing electronic checklist, notebooks, and scheduling materials, you ensured the rapid processing of Merchant Mariners, ensuring their applications were acceptable, their citizenship paperwork was inspected in accordance with Immigration & Customs Enforcement Agency standards, that all applicants were fingerprinted, and that their applications were mailed to the appropriate Regional Examination Center.  By pioneering this work you have ensured that future offices will be spared the frustrations and disorganization which pilot programs engender."
