"Mr. Butcher was appointed as Flotilla Commander on 17 February 2006, when Flotilla 085-03-01 was placed on probation, due to no members being qualified for election.  His development of a Flotilla Vision Statement of goals, both short and long term, was instrumental in galvanizing the activity of all Flotilla members.  He moved immediately to develop a training and qualification plan for the Flotilla, which guided Flotilla members through the qualification programs, resulting in:  (a) 43% of the Flotilla completing the Auxiliary Procedures Course; (b) 50% of the Flotilla completing the Vessel Examiner qualification; (c) 30% of the Flotilla completing the instructor qualification; (d) 15% of the Flotilla completing the RBSVP qualification; (e) 30% of the Flotilla completing the fingerprint Technician qualification; and (f) one member completing the qualification for AUXOP, with three others partially completed.  Mr. Butcher's qualifications include the AUXOP, which he completed in fourteen days from start to finish, and the TRIDENT qualification, which he completed within six months of study.

He planned and conducted four Safe Boating weekends at Lake Carlyle in Southwest Illinois, which resulted in 223 vessel examination being conducted and one public education course being taught.  He personally taught the public education course and conducted 105 vessel examinations during these events.

He created a Regional Examination Center, St. Louis Satellite Office program manned entirely by Auxiliarists at four locations across an eleven (11) state area."
