Compass Program - Diversity
The mission of the program is to increase knowledge of the Coast
Guard in the general public at large, with a particular focus on communities
that have not traditionally heard abut the Coast Guard. Members
enrolled in the program strive to go places the recruiters have not yet
been; to go places where people have not ye heard the Coast Guard Story.
Auxiliary members are encouraged to become a member of the program and help
the CG reach out to areas and people who may not be knowledgeable of the

Marine Safety &
Environmental Protection

Navigation Center
Formerly the "Omega Navigation
Center", NAVCEN now controls 78 DGPS sites and 24 LORAN stations across the
United States (approximately half of the DGPS sites and LORAN stations are
controlled by the Navigation Center Detachment in Petaluma, California.
In addition, NAVCEN has responsibility for the development of high accuracy
DGPS, and the development of new navigation technologies such as the use of
inertial and enhanced LORAN to back up GPS. NAVCEN is also responsible
for the Integrated ATONIS project; this effort aims to automate the
collection and dissemination of aids to navigation information.

National Response Center
The NRC is the
sole
federal point of contact for reporting oil and chemical spills. If you
have a spill to report, contact us via our toll-free number or check out our
Web Site for additional information on reporting requirements and
procedures. For those without 800 access, please contact us at
202-267-2675. The NRC operates 24 hours a day, 7 days a week, 365 days a
year.

Boating Safety (G-OPB) is dedicated to reducing loss of life, injuries, and
property damage that occur on U.S. waterways by improving the knowledge,
skills, and abilities of recreational boaters.

Eighth Coast Guard District
(Central US and Gulf
Coast)
The current Eighth Coast Guard
District, headquartered in New Orleans, covers all or part of 26 states
throughout the Gulf Coast and heartland of America. It stretches from the
Appalachian Mountains and Chattahoochee River in the east to the Rocky
Mountains in the west, and from the U.S.-Mexico border and the Gulf of
Mexico to the Canadian border in North Dakota, which includes 15,490 miles
of coastline and 10,300 miles of inland navigable waterways.

Charts and Charting

Maritime Safety
Information
The Center collects,
evaluates and compiles worldwide marine navigation products and databases. It is responsible for maritime safety and hydrographic activities which
includes support to the U.S. worldwide portfolio of NIMA and NOAA standard
nautical charts and hardcopy and digital publications.
Publications include the
U.S. Notice to Mariners, Sailing Directions, NIMA List of Lights, US Coast
Guard Light Lists, American Practical Navigator (Bowditch) and other
navigation science publications. The Center coordinates the World-Wide
Navigational Warning Service's NAVAREA IV and NAVAREA XII safety messages,
an essential part of the Global Maritime Distress and Safety System.

U.S. Army Corps of Engineers Districts
The US Army Corps of Engineers
(USACE) has 8 divisions (also called Regional Business Centers) throughout
the US with 41 district offices in the US, Asia and Europe, and field
offices throughout the world. The USACE divisions and districts follow
watershed boundaries, not state boundaries, so a state could be divided into
several divisions/districts. This link leads you to listing of all

Clean Waterways

100th
Meridian Initiative
The 100th Meridian Initiative is a cooperative effort between
state, provincial and federal agencies to prevent the westward spread of
zebra mussels and other aquatic nuisance species in North America. The
site identifies locations now populated by the zebra mussels and gives ways
to stop the hitchhiking.

Clean Boating Campaign
Site devoted to the campaign
to educate boaters on clean boating techniques and the July 11-19 Clean
Boating Week. Auxiliary participation is encouraged.

National Response Center
The primary function of the
National Response Center is to serve as the sole national point of contact
for reporting all oil, chemical, radiological, biological, and etiological
discharges into the environment anywhere in the United States and its
territories. In addition to gathering and distributing spill data for
Federal On-Scene Coordinators and serving as the communications and
operations center for the National Response Team, the NRC maintains
agreements with a variety of federal entities to make additional
notifications regarding incidents meeting established trigger criteria.

Sea Partners Campaign
The Sea Partners Campaign is
an environmental education and outreach program focused on communities at
large to develop community awareness of maritime pollution issues and to
improve compliance with marine environmental protection laws and
regulations.

Spill
Prevention, Control and Countermeasure (SPCC) Regulations
Working with the Great Lakes Region 5 of the EPA, the BoatU.S.
Foundation developed easy to understand web pages for marina operators on
the federal Spill Prevention, Control and Countermeasure (SPCC) regulations.
Applicable to any marina in the U.S., included is a simple worksheet that
allows a marina owner or operator to easily review the requirements and
determine whether or not their facility needs a SPCC plan, which generally
includes marinas that can store more than 1320 gallons of fuel above ground.

Sewage Discharge Program
EPA, the Coast Guard, and
States work together, under Clean Water Act Section 312 (hereafter referred
to as "Section 312"), to protect human health and the aquatic environment
from disease-causing microorganisms which may be present in sewage from
boats.

Sea Grant Nonindigenous Species Site
A national information center
that contains a comprehensive collection of research publications and
education materials produced by Sea Grant programs and other research
institutions across the country on zebra mussels and other aquatic nuisance
species.

Float Plan Central
Float Plan - a written statement (as by a
skipper) of the details of an intended voyage (as of a boat or watercraft)
usually filed with a neighbor and/or marina operator; a document that
specifically describes the vessel, equipment, crew, and itinerary of a planned
voyage. Get the plan free.

Boating Laws and Boating License Requirements (State)

Waterway Information

Daily Streamflow Conditions
Real-time data typically are recorded at 15-60 minute intervals, stored
onsite, and then transmitted to USGS offices every 4 hours. Recording
and transmission times may be more frequent during critical events.
Data from real-time sites are relayed to USGS offices via satellite,
telephone, and/or radio and are available for viewing within 3 minutes of

Local Notices to Mariners
The LNM is the primary means
for disseminating information concerning aids to navigation, hazards to
navigation, and other items of marine information of interest to mariners on
the waters of the United States, it's territories, and possessions.
These notices are essential to all navigators for the purpose of keeping
their charts. Light Lists, Coast Pilots and other nautical
publications up-to-date. These notices are published weekly.
They may be obtained free of charge, by making application to the
appropriate Coast Guard District or the LNM's are available on the World
Wide Web. Vessels operating in ports and waterways in several
districts will need to obtain the LNM's from each district in order to be
