AuxCom (Auxiliary Communications) Webinar
Course - You are invited to take the AuxCom course over the
internet from the comfort of your home. The entire presentation of
the class will be via the Internet utilizing webinars and a class
grouphub. The webinars will be led by two instructors making use of
video, live audio/chat, cameras and other presentation materials. Each
webinar will last approximately 90 minutes. The class grouphub is an
interactive web site that will allow students to post questions and
discuss problems, obtain helpful links and ancillary material, and get
communication from the instructors. Learn more about the course by

Commandant's Coast Guard Day
Message
Today, as it is our custom, we
celebrate on the 4th day of August, the anniversary of the establishment
of our Service.
The creation of the Revenue
Cutter Service closely followed the birth of our Nation. Two hundred
and twenty years ago today, or only fourteen years after the date of the
Declaration of Independence, President George Washington signed an act
of the First Congress providing for the creation of the Revenue Cutter
Service.
While I could use this
opportunity to recognize the outstanding work of our Active Duty,
Reserve, Civilian and Auxiliary members over the past year in Haiti,
Deepwater Horizon and across our many missions, I choose instead to
honor your outstanding performance by using this occasion to reflect
upon what it means to be a Coast Guardsman.
As Coast Guard men and women, we
share a bond of pride in our rich heritage and a common purpose to
uphold our honorable traditions.
We are defined by unsung heroism
and selfless service. We defend our Nation. We risk our lives to save
others. We give our utmost when cold, wet and tired. Countless times,
we have extended our arm down into the water to rescue those in peril
from the sea. We will unhesitatingly extend that same arm to help a
shipmate in need.
Coast Guardsmen are always
ready. We perform our security, humanitarian and environmental response
missions with an unrelenting sense of pride. When disaster strikes,
whether natural or manmade, we are first on scene. We are often the
last to depart.
Coast Guardsmen are agile,
adaptable and multi-missioned. Born as revenue cuttermen, lighthouse
keepers, steamboat inspectors and surfmen, we have expanded to meet the
maritime needs of our Nation. We are still the keepers of the lights,
but we also now patrol far more distant waters. We readily go wherever
there are important, difficult and dangerous maritime duties to be
performed.
Coast Guardsmen are shipmates;
they are family. Though our Service has grown, it is still small enough
that we know our shipmates by name. We follow their careers. Their
successes and achievements are a matter of interest and pride to the
entire Service. This reason is also why it cuts deep when we lose a
shipmate. We assemble to carry out the manners of our profession, to
grieve their loss and honor their service, and we collectively feel the
sorrow. This year has been no exception. We know their names. We know
our lost shipmates and we miss them
As the Coast Guardsman's creed
states, we revere that long line of expert seamen who by their devotion
to duty and sacrifice of self have made it possible for us to be a
member of a Service honored and respected, in peace and in war,
throughout the world.
This is our chosen profession.
This is our way. This is what we do. We are privileged to be members
of a very unique Service that, due to our collection of missions, and
legacy agencies, sometimes defies logic when someone attempts to
classify us, or to place a label on us. For this reason, whenever I am
asked to describe what I am, I always reply with pride, I am a Coast
Guardsman. We are the men and women of the United States Coast Guard,
past and present.
On this Coast Guard day, and for
the many that will follow, we will continue to faithfully serve. Stand
a taut watch.

Loss of Coast Guard Aircraft
6017 - I want to update the Coast Guard family on the status of the
crew of CG6017. I am deeply saddened to inform you that the three
fatalities in yesterday's mishap are LT Sean Kruger, AMT1 Adam Hoke, and
AMT2 Brett Banks. The fourth air crewmember, LT Lance Leone, survived
the crash and is currently recovering from injuries. The combined
efforts of all those who reached out and responded, have provided some
small measure of comfort for the families of the deceased and injured
crew members and their command. In times like these, our Service has
always been able to count on each other for support. It's part of the
manners of our profession.
LT Kruger, AMT1 Hoke and AMT2 Banks collectively leave careers which
serve as examples of our Service's core values and underscore what
America expects from its Coast Guard. Their sacrifice reflects our
country's best values and principles.
Further, I am deeply concerned with the number of serious aviation
mishaps that have occurred in the past 22 months. I am addressing this
separately and will update you in the future. For now, we should and
must focus our
attention on caring for and supporting our Shipmates and their families.
Our Service conducts hazardous missions every day both on and above the
water, and ashore. The loss of these three exceptional Coast Guardsmen
reinforces that fact. I ask that you remember this crew's sacrifice and
honor their lives.

Solicitation for Auxiliary
Support in response to the Deepwater Horizon Oil Spill - The breadth
and scope of the impacts of the Deepwater Horizon oil spill have
significantly expanded and require long-term, coordinated action by the
Coast Guard through the remainder of CY2010. Further inclusion of
Auxiliary resources into response operations and sustainment plans is
necessary. ALCOAST 324/10 has been issued to highlight this need
and to solicit Auxiliary support from all regions to meet immediate

Auxiliarists who possess Auxiliary
Trident qualifications as set forth in the ALCOAST are needed now.
Incident Command System (ICS)
familiarity at least at the ICS-100 level is a pre-requisite for all
applicants.
There is also an immediate need for
30 Auxiliarists who possess any of the following specific ICS course
completions: ICS-346, ICS-347, ICS-351, and ICS-440. No
substitutions/alternatives of these four specific ICS courses can be
accepted. Auxiliarists who contact the Central Staging Area in
response to this specific need must mention which ICS course(s) they
have completed.
Assignments will require an
on-scene commitment of at least 30 days.
Auxiliarists who volunteer for this
mission must apply for approval through their regional chain of
leadership. This means gaining the approval of the District
Commodore (DCO) and Director of Auxiliary (DIRAUX) prior to any contact
of the order issuing authority, central staging area, or surge staffing

Hoax e-mail - A hoax e-mail
is going around stating that an Auxiliarist lost their wallet on
vacation in Maylasia (or some other destination) and needs a loan.
If you receive such an e-mail please disregard it. Auxiliarists
and users of e-mail should never give out information (such as Personal
Identification Information [PII] or bank accounts numbers, etc.) if they
are not 100% sure of the sender of the e-mail. Also, be aware that
the Internal Revenue Service along with banks and other governmental and
no-governmental agencies do not communicate either by e-mail or use a
secure service for e-mail to which you have previously subscribed; where
PII or money is involved. When in doubt, use an independent method
to verify their request. Try their web site (where you yourself
have typed in the address; DO NOT CLICK any links on the suspect e-mail.
Try calling by using your own paperwork and not a number listed on the
suspect e-mail. Security starts with the user, so stay alert to

New SAR Form 4612 - The SAR
(Search & Rescue) form
4612
(ANSC 7034) has been revised to include information needed for MISLE
(Marine Information for Safety and Law Enforcement) entries by the Coast
Guard as well as what is needed for AuxData 7030 Mission Activity
Reports. There are no new reporting requirements. All
procedures in place should remain as they are. The form is
available on the Forms webpage of the Auxiliary National website
http://forms.cgaux.org/forms.html.

AuxDirectory Replacing the
e-Directory effective July 1, 2010 - The eDirectory has served the
Auxiliary well for the past decade. It will be replaced by the
AuxDirectory
effective July 1, 2010. The weekly AuxData feed will now be
downloaded to the AuxDirectory. The replacement of the e-Directory
will allow for Auxiliary hosting servers to upgrade functions.

Direct Operational (DO) Security
Clearance must now be filed electronically - Members needing a
Direct Operational security clearance must now complete the SF-86
Questionnaire on-line using e-QIP (Electronic Questionnaire for
Investigations Processing). The web address to access the e-QIP
gateway webpage is http://www.opm.gov/e-qip Scroll down and click the link
labeled e-QIP APPLICANT SITE. A "browser checker" utility will
automatically run and test the user's computer for e-QIP compatibility.

7030 & 7029 Tracking for
Deepwater Horizon - The scope of the Deepwater response effort in
the Gulf of Mexico calls for a more accurate means by which the Coast
Guard can capture Auxiliary activities in support of it.
Therefore, a new entry, "Deepwater Horizon," has been added in AuxData
to the List of Values for the "Operation field.
Auxiliarists who perform activities in support of the Deepwater Horizon
response are requested to add the words, "Deepwater Horizon" in the
Remarks section of their ANSC7029 and ANSC-7030 forms when they report
such activities. This applies for any type of activity that is
reported in support of this response effort (e.g. - Patrols, CG
Operation Support, CG Administrative Support, Travel, Preparation,
etc.). This will help flotilla and Division Staff Officers for
Information Services ensure that such activities are properly annotated

Uninspected Passenger Vessels (UPV)
Program Guidance - ALCOAST
206/10 was recently issued to clarify and amplify existing
Uninspected Passenger Vessel (UPV) program guidance. It addresses
the Coast Guard's UPV compliance, enforcement and outreach operations.
Auxiliary involvement in the latter aspect is included and additional
amplifying information about the UPV program is expected soon.

ended this month was very successful. Therefore, Division 33 is
offering another Webinar AuxOp course, AuxPat. The class group hub

2010 Members Survey -
Member responses to the 2009 survey questions suggested that
leadership and communications were worth exploring further as they represent
topics at the core of successful Auxiliary member retention. To this end we
now have an opportunity to dig deeper into our Auxiliary information
processes and related leadership dynamics.
I'll ask every
Auxiliary member to take a moment and embark in this follow-up survey
designed to help us more explicitly understand our leadership and
communications challenges and craft processes and tools better designed to
meet your needs.

Congratulations to Bob
Donaldson for 30 Years of Service in the CG Auxiliary - Bob
Donaldson, Vice Commander Auxiliary Division 15, was presented his 30 Year
Membership Service Certificate by Ray Kenney, Flotilla Commander 15-08,
District Captain (COMO) Richard Lawrence and Division Commander Jan Kelley
on behalf of Mary Landry, Rear Admiral, Coast Guard District Eight.
Donaldson began his career 18 OCT 79. During that time he has served in
several flotilla positions including CM, PE, PA, VFC, FC as well as a SO-PA,
and Branch Chief-PA on the national level. He is presently ADSO-PA and a
member of the National Photo Corps. When asked about changes he had
experienced during his 30 years he said, “I am most impressed with the new
attitude of Auxiliarists to improve proficiency so we may serve the Coast
Guard and our citizens on a more professional level. ‘It’s a great
organization and I see improvement almost every day.”

New Anti-harassment & Hate
Incident Procedures -
ALCOAST 58/10 contains an announcement of newly established Coast Guard
policy to ensure a workplace where no member of the workforce will be
subject to physical or verbal harassment, abuse or violence base on an
individuals race, color, religion, sex, sexual orientation, national origin,
age, disability, marital status, parental status, political affiliation or
any other basis protected b the law. The instruction reflects the
ongoing commitment of the Coast Guard to provide a workplace environment

available electronically - The Directory for District 8WR is now
available via a secure
password protected webpage. The ID and password are the same as for the
e-Directory that
is on National's website. The hyperlink for entry to the Directory is
maintained in the left navigation column on this webpage under the Resources
category in alphabetical order - Directory - 8WR.
The Directory contents have been abbreviated in an effort to avoid
duplication. All the phone numbers, e-mail addresses, mailing
addresses and other personal member information has been removed as this
information may now be secured on the
Auxiliary Officers Directory provided by National. The District 8WR
Directory contains instructions on how to navigate through the Auxiliary
Officers Directory. The information contained in the Auxiliary
Officers Directory comes directly from AuxData. Therefore, it is of
utmost importance that members keep their AuxData information current.

Paddlesports Training Course
for Auxiliary Instructors - Paddlesports are the fastest growing
segment of recreational boating with annual sales of canoes and kayaks now
topping 300,000. To help meet the education needs of this growing user group
the Coast Guard Auxiliary is exploring classroom-based paddlesports
education. In support of this effort, the Ohio DNR Division of Water
craft (DOW) is hosting a on-day paddlesports education training class.
There are 35 Auxiliary seats available for this training. Course
materials will be provided at no cost to attendees. The invitation is
extended to Auxiliary instructors, Nationwide. Interested Auxiliarists
should request travel orders to attend this training through their Chain of
Leadership. The class is on March 5, 2010 in Cleveland, Ohio.

New Detachment formed in
Monroe, Louisiana - On February 19, 2010 the Little Rock, Arkansas
Flotilla (15-8) formed the Monroe Detachment. This is
District 8WR's first CG Auxiliary presence in Louisiana since this portion
of Louisiana became the District's Area of Responsibility (AOR) following
the Coast Guard reorganization into Sectors and District realignments.
Congratulations and welcome to all members of the Detachment. Read
details regarding the formation of the Detachment and view a
picture of members attending the ceremony.
Chapter 4, Section a.7. defines a Flotilla Detachment as "A detachment is a
sub-unit, not an independent unit. Detachment formation enables a
small group of three or more Auxiliarists to carry out some Auxiliary
activities. Detachments allow the flotilla to recruit and keep
Auxiliarists in remote areas not having enough Auxiliarists to charter or
maintain a full unit." 26feb10

RBS (Recreational Boating
Safety) Insignia Eligibility Criteria -
Changes have been made to the public affairs activity codes
that count toward earning the Auxiliary Recreational Boating Safety (RBS)
insignia. The RBS insignia recognizes extraordinary effort of Auxiliarists
who consistently provide strong support to RBS programs. Its eligibility
criteria require significant RBS program activity over a minimum period of

National Scout Jamboree -
The Coast Guard has been asked to support the 2010 National Scout
Jamboree, which will be held at Fort A.P. Hill, VA, from 26 July to 4
August. The National Jamboree brings together boy scouts and their
adult leaders for training and experience in outdoor living and related
fields.

ALCOAST 037-10 contain complete details. Auxiliarists interested
in volunteering to assist in the program should complete and submit
the CG National Scout Jamboree Task Force Questionnaire. 3feb10

Unit Inventory Record (section C)
Contents Guide on ANSC 7025 Form - Each flotilla and division units
should report all government loaned property that it holds, not just
property acquired via government loan during the calendar year being
reported. The date each item was acquired via government loan should
be listed on the line adjacent to the item (if known) and a serial number be
shown (if applicable). View the

On Water Training Manual Updated - The new On
Water Training Manual (OWT) has been updated. The updates include new cross
references of tasks to courses now being used:
About
Boating Safely, second edition,
Boating
Skills & Seamanship, 13th edition;
Sailing
Skills & Seamanship, sixth edition. There are minor title
changes reflected in the change from DC-E to DIR-E. The new manual can be

Service Dress Blue (Alpha) uniform discontinued
- The Service Dress Blue (Alpha) uniform was discontinued as a
Coast Guard uniform several years ago. In January 2009, the Auxiliary
National Board approved a recommendation to discontinue its use within the
Auxiliary, and the Chief Director has approved this National Board action.
Accordingly, the Service Dress Blue (Alpha) uniform is no longer
authorized as an Auxiliary uniform. This change will be included
in the next update to the Coast Guard Auxiliary Manual. 11jun0 9

Title Change of the CG Auxiliarist - Auxiliarists
title of "America's Volunteer Lifesavers" has now been changed to "America's
Volunteer Guardians". This change is effective immediately.

Boy Scouts of America Memorandum of Agreement -
On 23 February 2009, the USCG Auxiliary signed
a Memorandum of Agreement to begin partner liaison with Boy Scouts of
America. The Boating Department is developing an implementation strategy to
make this a meaningful agreement between our two organizations. The MOA can
